Binary package hint: gnome-system-tools

Hello,

After the fix of #59018, i though i should test it again.
So here is my test :
- i add a new non-admin user, and login with it.
- users-admin & services-admin were still in the menu,
i continue to think that it's unneeded, but anyway.
- when i open users-admin there were no users in the window, and when i try to 
add one, it crashs (reported by bug-buddy).
- when i open services-admin, i also add a blank window with no service.
I though why not since a non-admin user should not do that.

Ok but here come my second test.
- i add now an admin user, and login with it.
- menu is ok.
- surprisingly, when i open users-admin & services-admin, i have like 
previously,a blank window (no user/services) (i'll attach screenshot)
