It looks like that change above
https://svn.apache.org/viewvc?view=revision&revision=1531505 is what
broke it, as we've got apache 2.4.7 on 14.04 now.

It sounds like the problem with double URI encoding has been "fixed" in
both dav_svn and dav which means it now overshoots (no encoding instead
of just one encoding).
