Just to confirm, you can reproduce this bug with the -generic kernel if
you add the threadirqs boot parameter?  If that is the case, we may be
able to test some older kernels with threadirqs and see if this is a
regression.  If it is, we can then bisect to identify the commit that
introduced this regression.
