Please sync liblo 0.28-3 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Use dh-autoreconf to update libtool for ppc64el.

The ubuntu change was applied at version 0.28-3, so no need for a diff
anymore.
