That was intentional.  The new GNOME designs seem to use one big switch
if the panel feature can be turned off or on a whole.  Which is what
that switch does for Backups (turns automatic backups off or on).  The
panel label serves as the switch label.

Of course ideally, medium term, the panel's new SDK-compatible UI is
finished.  But for the moment, I'm just using GNOME's designs.
