Public bug reported:

Binary package hint: pidentd

Bug https://bugs.launchpad.net/ubuntu/+source/pidentd/+bug/74968 didn't
fix all the problems. Now I get this message: identd[29469]:
s_open("/var/run/identd.pid", O_WRONLY): Permission denied

This is because identd is run as identd, not root, and cannot create the
pid file in /var/run.

Debian has fixed this in 3.0.19.ds1-4 according to bug 438554.
