A fresh install of saucy (13.10) shows that autocompletion is limited to path. Full autocompletion is not activated by default because the following section is commented in /etc/bash.bashrc, line 31:

So this does not change the default settings. /etc/bash.bashrc is from the "bash" package, not from "bash-completion".
