Public bug reported:

If I start my Ubuntu 14.04 with Gnome Shell 3.10 the keyboard layout is
set to de (german qwertz-layout). After restarting the gnome shell via
ALT+F2 the keyboardlayout is set to the english layout (y instead of z
and so on). So Ihave to go to keyboardsettings and reset the layout to
de. This happens after every Gnome Shell Restart, not on computer
reboot.

I tested it with other Linux Distros like Manjaro or Mint with Gnome
Shell 3.10. There is no bug like this.
