The package is a new build dependency of xorg-server 1.15.

It's a new package, x11proto packages have never had security bugs because 
they're just headers defining some constants and structs. libxshmfence is 
maintained by the xorg project.

Doesn't require any configuration, no long-term outstanding bugs, upstream 
maintains the packages.
