I'm having the same issue with a freshly installed 13.10 server x64. The kernel is 3.11.0-12-generic, and the graphic card is AMD HD 7770. Setting GRUB_CMDLINE_LINUX_DEFAULT="nomodeset" shows me the login prompt, but the resolution is quite low.
Before I reached there, I've tried to experiment with GRUB_GFXMODE and GRUB_GFXPAYLOAD, but these doesn't seem to be relevant.
