Updated qemu to !! and it still fails in the first instance, but now the second attempt also fails but later on.
I: Configuring libc-bin... W: Failure while configuring required packages. This is probably due to a regression somewhere, so I guess I will need to open a new bug report when I can find out what is going on. The change in the behaviour with the change in qemu suggests that this may not be a debootstrap bug.
