This seems to be a regression by this commit: http://bazaar.launchpad.net/~ubuntu-art-pkg/ubuntu- themes/trunk/revision/315 (in particular, the '-GtkWidget-wide- separators: true;' line).
If that line is removed, the separators are visible (but for some reason difficult to see).
