I am on Debian Wheezy (kernel 3.10-3), and have the same problem with my Logitech Unifying Receiver and a gb keyboard: it remains in us layout after setting the gb layout in /etc/default/keyboard. I found several bug reports for this problem, but no fix. As a workaround, I add this in /etc/kde4/kdm/Xsetup . /etc/default/keyboard /usr/bin/setxkbmap -layout $XKBLAYOUT
