Hmm, according to this, libgl1-mesa-dev does not provide libGL.a:

bin/search_contents.pl?searchmode=filelist&word=libgl1-mesa-
dev&version=feisty&arch=all

Searching for libGL.a on packages.ubuntu.com shows that it is provided
by the libgl1-mesa-swx11-dev package only.  Perhaps you could try
(re-)installing that?

By chance have you installed/uninstalled fglrx?  It's been known to mess
up mesa libs.
