Public bug reported:

there is no README file into /etc/init directory

Steps for reproduce:

1. Go into /etc/init directory:
    $ cd /etc/init

2. Try to find any description what this directory is


Actual result:

There is only *.conf files:

$ ls -1 /etc/init | grep -v .conf
$ 


Expected result:

There should be README file (like it is into /etc/init.d/README) which at least 
provides links to
 http://upstart.ubuntu.com and "man 5 init".
