I think you are doing different things in Horizon and Nova CLI. 
What happens if you use "nova boot" command WITOUT specifying "--nic 
net-id=xxxx"? I think it is same as what Horizon does when launching an 
instance. If you got two nics for a launched instance, it is either a bug or an 
expected behavior of Nova.

Regarding specifying networks when launching an instance, at now it is 
supported only for Neutron and not for nova-network. It is just from a 
historical reason that when this feature is implemented only Neutron supports 
this feature. We can implement the similar feature for nova-network if someone 
volunteers to implement it :-)
However, it is not related to this bug report.
