Public bug reported:
nova-rpc-zmq-receiver does not have an upstart script, which need to be
started as daemon on all nodes in order to have zeromq integrated with
openstack. Currently one have to manually run nova-rpc-zmq-receiver with
appropriate arguments in background or to write their own upstart/init
script to handle it. An upstart script should be there to manage nova-
rpc-zmq-receiver daemon.
