** Description changed:

This bug seems to be somewhat related to this bugs:

  https://bugs.launchpad.net/ubuntu/+source/firefox/+bug/1234470
  https://bugs.launchpad.net/ubuntu/+source/firefox/+bug/1231588

but for me it affects all windows no matter if firefox was started or
  not.

  Reproduce:

  1. I start up Ubuntu 13.10
  2. I open a window, let's say the settings window
  3. I try to move the window, but the window border gets no focus, within the
window I can click everything correctly
  4. I open a new window - this sometimes works, sometimes not
  5. Focus for mouse and keyboard stays in settings window
  6. Focus for keyboard I can switch with ALT-TAB, but mouse focus stays in
settings window

  Workaround to fix the problem:

What seems to fix the problem in every case:

  - CTRL-ALT-F1
  - type something in console
  - CTRL-ALT-F7
- - Not the focus problems are gone
+ - Now the focus problems are gone

  What I tried:

  - uninstall unclutter, but it was not installed
  - uninstall firefox and chrome -> no change
  - using Gnome instead of Unity -> no change

At all i realized this behaviour even on installation process. I had no
chance to do things where more than one window openes -> for example the
partition tool. So I think this has nothing to do with type of desktop
  environment.

This bug makes Ubuntu unusable for me. Please tell me what logs you need
  and I will offer them.
