I can see that this does nothing as you say. I am not sure what it should do though. I would think it should create a *.menu file somewhere like in .config/menus. or perhaps whereever the click on the folder icon puts it. This does not seem to happen. Have you tried this on xubuntu (stock xfce)? Once the menu file is created, I would not expect it to replace the main menu but to be usable as a second menu on the same panel or bottom panel.
