I have a Workaround. You can set the sticky-mode in the expert preferences of gnubiff.
Just rightclick at the widget, go to "Preferences", then to "Expert". Activate "Edit options in expert mode" and set the value of the option "applet/applet_be_sticky" on "true". Now it schold be always sticky (Always on visible workspace), also after a restart.
