Hi Adam, I experienced this bug on upgrading an Ubuntu 12.04 server running Grizzly Horizon to Havana using the Cloud Archive. The server was installed less than 6 months ago from scratch and never had devstack on it. Running apt-get --purge remove python-keyring fixed the issue for me.
