Public bug reported:

The state (for /sys/power/state) is hardcoded in systemd-shim. My computer 
doesn't go into the "mem" state under Ubuntu so I want to use "standby". If I 
am not mistaken some software in Ubuntu uses systemd interface to suspend the 
system. "pm-suspend" doesn't allow to select "standby" too. Now I have to set 
in BIOS "Suspend mode" to "S1". But I think it is not a good variant - if some 
other OS on this computer normally works with S3 - "mem" state, this mode can 
be used there.
I think that it will be good to use "/etc/systemd/sleep.conf" as in systemd.
Ubuntu 13.10 (I use LXDE with some KDE apps).
Systemd-shim 3+real-0ubuntu1.
