Results so far, using the Raring "linux" package builds. This bug is first introduced in the transition from 3.7.0-7.15 (good; the last 3.7-based kernel; based on mainline 3.7.0) to 3.8.0-0.2 (bad; the first 3.8-based kernel; based on mainline 3.8.0-rc3).
Quite sadly, there are 12407 commits inbetween those two tags. I will try to commit-bisect those (should take about 15 steps), but with all the building involved this may take a while to complete.
