Public bug reported:
Version of python-keystoneclient in havana cloud archive is 1:0.4.1-1
Version of python-babel is 0.9.6-1build1
But in python-keystoneclients requires.txt it has Babel>=1.3
This is causing issues for other openstack projects eg bug 1251461
