I confirm this bug. It seems, the frequency is stored in the camera:
There is no option saved in the config file (~/.config/guvcview/video0)
for it. As long as the camera is powered, it remembers the setting. When
it is unplugged or the computer reboots, it forgets the setting and
returns to the default of 60Hz.

-> Please add the setting of the line frequency filter to the comfig
file and restore it upon program start.
