Still not entirely clear, but let me offer this and you can confirm if this is your problem.
(1) Open a terminal. (2) Maximize the terminal window using the "maximize" button or control-super-up key. (3) Make the terminal window fullscreen using the F11 key. (4) Do something in the terminal. (5) Un-fullscreen the terminal using the F11 key again.
