This bug also affects me. I was a Gnome 3.8 user on 12.10 using Gnome
from their official PPA. Upgraded to Ubuntu 13.10 and everything was OK.
I added the GNOME3 Next PPA, upgraded to Shell 3.10 and shortcut & FN
keys stopped working.

Any time I press a shortcut key, a line is logged in ~/.cache/upstart
/gnome-settings-daemon.log:

(gnome-settings-daemon:4972): GLib-GIO-WARNING **: Dropping signal
AcceleratorActivated of type (uuu) since the type from the expected
interface is (uu)

I tried forcing gnome-settings-daemon to use the version from official
Ubuntu repositories, but that didn't help.

I installed Ubuntu GNOME Remix 13.10 in a VM and applied the GNOME3 Next
PPA and was able to reproduce the problem.

So as it stands at the moment, shortcut & FN keys do not work for those
on 3.10.
