Well, with the Browse tool selected inverse search works perfectly for me. There a chance that this problem has to do something with this bug https://bugs.launchpad.net/ubuntu-gnome/+bug/1218322 That bug prevents you from using key combinations containing only modifier keys for performing certain actions (e.g. using alt+shift for switching keyboard layouts). An unofficial patch aimed at resolving the problem has been issued. To install the patch, use
