I have tried the above option. First I needed to do a sudo hciconfig hci0 reset.
Doing a hcitool scan shows that my phone is detected

Next I did hciconfig -a

Indeed UP RUNNING is indicated in the 3rd line.
So I did -- as suggested -- hciconfig hci0 piscan
The result of hciconfig -a indeed altered

However ... my phone still does NOT detect my laptop.
So for me this was no solution.
