Interesting - I think this must not be a kernel problem. While trying to
do the bisection testing, I accidentally removed some needed drivers, so
I just reinstalled 13.10.

When I originally installed 13.10 (from the same USB drive), the
trackpad was definitely working, but now it is not. I think there must
be some firmware/BIOS/something setting that somehow gets reset when the
battery dies?

I don't have Win 8 anymore on this computer, so I can't test Todd's fix,
but I would be very, very interested if anyone has any ideas about how
to get Ubuntu to recognize my trackpad again!
