Found this via http://www.omgubuntu.co.uk/2013/10/turn-new-keyboard-applet-ubuntu-13-10 and wanted to say "sudo apt-get purge indicator-keyboard" was a perfectly fine workaround for me. Running xmonad with the gnome on 13.10.
