Public bug reported:

Since the upgrade to 13.10 two days ago my laptop goes into hibernation
mode when I close the lid. This was not the case before. This is despite
my XFCE4 configuration 'On AC' 'Actions' 'When laptop lid is closed' in
Settings/Settings Manager/Power Manager says 'Nothing'.
