I'm also experiencing this issue, except the file isn't always placed in my home directory (although that is usually where it ends up). Most times it ignores the selected directory, but occasionally it honors my selection, I can't tell when it will do which. When it ignores my selection, it usually defaults to my home directory, but occasionally it will use the last directory which was not my home directory, resulting in files saved to unpredictable places.
