a) you need to be logged in, then follow the steps:
- lock the screen with "Shutdown > Lock Screen" ;
- on lightdm screen, just do ctrl+alt+F7 : you arrive on the desktop, without 
typing any password.

b) althought the webupd8 article mentioned Ctrl + Alt + 7, i'm sure he
wanted to mean Ctrl + Alt + f7  once that's the correct shortcut to go
back from any tty console.

After all, is there a way to fix this kind of security issue?

I'm not a dev. I'm just a QA tester and so far I can only assure that
anyone can have access to a locked machine running Lubuntu 13.10 just
hitting the shortcut Ctrl + Alt + f7 without any need to input username
or password.

As said before, the machine was locked and before that there was a
username logged in.
