Public bug reported:

While trying to upgrade to 13.10, the update app fails, stating that "an
unresolvable problem occurred while calculating the upgrade. /var/log
/dist-upgrade/apt.log shows hundreds of broken packages. Note that I am
using third-party packages, but I have been using the same packages and
PPAs for years, and release upgrades have always worked.
