Public bug reported:

After I installed Lubuntu 13.10, I was no longer allowed to hibernate.
This worked without a configuration change until Lubuntu 13.04. Using
"pm-hibernate" from the command line, I was able to hibernate, but using
the GUI the operation was not permitted. I had to create the file
/etc/polkit-1/localauthority/50-local.d/com.ubuntu.enable-hibernate.pkla
with the following contents:

[Re-enable hibernate by default]
Identity=unix-user:*
Action=org.freedesktop.login1.hibernate
ResultActive=yes

Note that the action must be "org.freedesktop.login1.hibernate" and not
"org.freedesktop.upower.hibernate" as described in
https://help.ubuntu.com/12.04/ubuntu-help/power-hibernate.html. I do not
know if this affects only Lubuntu or other Ubuntu flavors too, but the
correct recipe for Lubuntu should be mentioned in the documentation.

** Affects: ubuntu-docs (Ubuntu)
     Importance: Undecided
         Status: New
