JUST NOW I set it to 1 minute and the monitor goes off. Of course, this is Lubuntu 13.10 :)
By the way, when I: Menu > Preferences > Power Manager It says "Power Manager" is not running, do you want to run it now? I clicked "Yes" then opened the Power Manager again. I don't think it is related but just thought to mention that.
