Public bug reported:

Tried to uprade from 13.04 to 13.10.  Failed to upgrade dictionaries-common and 
then terminated.
13.10 installed but unstable.
Would not uninstall using apt-get autoremove, came up with error 1
Uninstalled libre office  then tried autoremove, same result.
Tried Ubuntu-tweak, cleaned up everything except the dictionaries-common and 
myspell
