Same problem on my servers, after a regular update this morning.

$ lsb_release -rd
Description:    Ubuntu 12.04.3 LTS
Release:        12.04

In my case, the errors logged in /var/log/upstart/procps.log are:
error: "Invalid argument" setting key "net.ipv4.conf.default.rp_filter"
error: "Invalid argument" setting key "net.ipv4.conf.all.rp_filter"

I need to turn off RP filtering. However, e.g. "sudo sysctl
net.ipv4.conf.default.rp_filter=0" works fine.
