This bug needs to get fixed.

I just installed Ubuntu 12.04 LTS (on a VPS) and noticed various package
installs are failing (apt-get -V install ...)

The error is connected with this procps bug.

(1) procps fails to start:

# service start procps
start: Job failed to start

(2) if I manually try to start it, I get an error:

cat /etc/sysctl.d/*.conf /etc/sysctl.conf | sysctl -e -p -
kernel.printk = 4 4 1 7
net.ipv6.conf.all.use_tempaddr = 2
net.ipv6.conf.default.use_tempaddr = 2
error: permission denied on key 'kernel.kptr_restrict'
net.ipv4.conf.default.rp_filter = 1
net.ipv4.conf.all.rp_filter = 1
net.ipv4.tcp_syncookies = 1
vm.mmap_min_addr = 65536

I don't know how to resolve this error.

Are they any workarounds?
