It may be worthwhile to consider partial implementation as an explicitly and loudly marked "EXPERIMENTAL" feature. Such a feature would typically have the text "(EXPERIMENTAL)" next to it in whatever menu or dialog box where it is enabled and when enabled, a pop-up appears explaining to the user what they are getting into when they enable it. I'm reccomending this because projects following an iterative delivery model are historically more successful those following the waterfall model (i.e., "everything at once").
