Isn't this and the duplicates actually fixed since Edgy and definitely on Feisty already? The network-manager is working already on installation phase, and supports most of the situations, and with especially Feisty the hardware support is awesome as well. Furthermore the package netcfg doesn't even seem to exist for the newest releases (took a look at packages.ubuntu.com).
