Of course we should only do that for 3.0 (quilt) sources, not for other
formats. Of course the assumption here is a bit questionable, if you
explicitly did "quilt pop -a" then it's not really a pristine unpackaged
tree (as dpkg-source applies the patches on unpack). But e. g. dpkg-
source re-applies them for you as well, so it would be consistent with
other tools.
