This also happens on a Gutsy install for a LAMP server.

synaptic was added via apt-get after a fresh install.  It is also
missing the icons.  Isn't this a dependency issue?

# synaptic
(synaptic:24373): Gtk-WARNING **: Could not find the icon 'package-install'. 
The 'hicolor' theme
was not found either, perhaps you need to install it.

Seems to suggest so.  And gtk-update-icon-cache isn't installed either.
