This came up in a recent LWN comment (http://lwn.net/Articles/244148/), to which Ulrich Drepper replied with a characteristically harsh suggestion that the poster's distribution was puny and lame because it didn't make use of a locale-archive.
Ubuntu's locale-gen isn't configured to generate a locale-archive by default at the moment -- perhaps it would be worthwhile to research the feasibility of doing so?
