chris, as per man hdparm:
sudo hdparm -C /dev/sdb1:
/dev/sdb1:
 drive state is: unknown

means the drive doesn't support querying it's current IDE power status
so that's fine..

when you ran the command:
sudo hdparm -B 255 /dev/sdb1

does the HDD still go into a sleep state? If so, would the follow provide a 
WORKAROUND (please post the terminal results to this report):
sudo hdparm -B 254 /dev/sdb1
