File has languished at version 5.11 for some time. The latest upstream
release, which is in Debian, is 5.14.

As far as I can see, the problem is that Ubuntu-specific patches are
blocking automatic updates from Debian. This problem has occurred
repeatedly in the past; if Ubuntu-specific patches are necessary, can
something not be done to prevent them from causing this block? file is
frequently updated upstream, and most updates are relatively trivial
from a code point of view (in particular, in the file magic), but are
useful to users (bugs fixed, support for new file types added).

Is there anything that can be done to fix this a) for Saucy, and b) for
the future?
