Public bug reported:

After switching to the manufacturers driver the problem went away so it
is a problem with the x.org driver.  On Ubuntu 13.04 when waking from
suspend everything works except the display does not even power on.  It
appears that the kernel is not waking the display driver.  The
integrated graphics chip is Radeon 7640G.
