I confirmed this is an issue for me as well. Worked fine in Ubuntu 12,
Ubuntu 13 fails to connect to any WPA security.

This line does NOT exist for me in /etc/NetworkManager/system-
connections/<SSID>

"system-ca-certs=true"

Adding the line with "false" also does NOT resolve this issue for me.

"system-ca-certs=false"

So far I can only connect to networks which are not using WPA
personal/enterprise.

Please fix this bug.
