This is not a splash issue I think (I don't have a splash, since I don't run the ubuntu-kernel).
The sysvinit approach was to start the login prompt when all daemons had been started. The upstart approach makes the login shell start _before_ all the daemons are started. The effect of this is that the login prompt appears and then several _pages_ of text comes over it. This is not good HCI. Another side effect of too early login starting is that the hostname has not been set yet, so the login prompt shows "(none)" instead of the hostname. I think the login should appear last of all.
